Job Title: Accountant, MozMEL Activity – Maputo

Project Summary:

The Mozambique Monitoring, Evaluation, and Learning (MozMEL) Activity is a five-year initiative aimed at supporting the Mission in monitoring, evaluation, learning, training, and logistics. The project seeks to enhance USAID Mozambique’s ability to design and manage evidence-based, locally informed activities that are sustainable in the long term.

Please note: Only Mozambican citizens are eligible for this position.

Position Summary:

The Accountant will report to the Director of Finance and Administration (DFA) and assist with daily accounting and finance tasks. This full-time role is based in Maputo with occasional travel.

Responsibilities:

  • Manage all accounting and bookkeeping activities for the MEL Activity.
  • Process per diem and travel-related payments.
  • Ensure accuracy and reconciliation of ledger accounts.
  • Process MSI local staff payments, including salaries, benefits, and taxes.
  • Provide financial report data and backup to the DFA.
  • Complete field expenditure reports (FER) with all necessary documentation.
  • Handle bank relations with Standard Bank and others as needed.
  • Prepare payment vouchers and obtain necessary authorizations before payments.
  • Draft quarterly VAT reports and complete wire requests for operating funds.
  • Maintain proper filing of payment vouchers and supporting documents.
  • Disburse and reconcile petty cash for Maputo and Nampula offices.
  • Ensure requisitions are complete with supporting documentation before payments.
  • Maintain financial records with Government of Mozambique authorities.
  • Ensure compliance with Government of Mozambique financial regulations.
  • Assist MEL Activity staff with financial processes.
  • Perform other duties as needed by supervisors.

Qualifications:

  • Bachelor’s degree in international development, finance, project management, or related field (Master’s preferred).
  • At least five years of experience in international development.
  • Minimum of three years working with USAID.
  • Project management and budgeting experience.
  • Familiarity with FAR and USAID regulations.
  • Strong attention to detail and organizational skills.
  • Proficiency in Excel and QuickBooks preferred.
  • Fluency in Portuguese and English required.
